After 4 Factory resets of the Netgear D6400 and setting it up until I could set it to modem only, my orbi finally decided to accept that there was a modem there that it could use. I hope this helps anyone with similar issues.

What Firmware version is currently loaded?
Has a power OFF of the modem and RBR for 1 minute then back on been performed?
What is the size of your home? Sq Ft?
What is the distance between the router and satellite(s)? 30 feet is recommended in between RBR and RBS to begin with depending upon building materials when wirelessly connected. https://kb.netgear.com/000036466/How-far-should-I-place-my-Orbi-satellite-from-my-Orbi-router
Try enabling Beamforming and MIMO(MIMO may or maynot be needed) and WMM. Under Advanced Tab/Advanced Settings/Wireless Settings
Try disabling the following and see:
Armor, Circle, Daisy Chain, Fast Roaming, IPv6 and Set 20/40Mhz Coexistence to 40Mhz only. Set Short preamble instead of Long preamble modes. Save settings and reboot the router and satellite(s).

I connected to the Orbi ansd set it up and it reported that all was good, BUT I cannot stream from Netflix, BBC iPlayer or Disney. Any other attempt to access the internet is extremely slow almost dialup speeds. Can anyone tell me what is wrong?
