VPN server fails if upstream router uses 192.168.2.0/24 network

You can’t have Orbi in Router mode (with DHCP functionality) and at the same time have you ISP modem (upstream router) providing DHCP functionality. This will leave you with 2 different networks and will cause you many issues.
If you want to keep Orbi in Router Mode (to provide VPN server functionality other features) you have to set the ISP router into bridge mode (pass through mode).

As long as you keep the networks from having overlapping IP ranges, and don't route broadcasts between them, it works just fine.
