I was incorrect about NordVPN. A basic account supports six devices.

 

There are a number of VPN clients that can be installed as a replacement for the manufacturer firmware.

ExpressVPN, for example, has a list on this page:

Internet searches will turn up lots of possibilities. (i.e. "Best VPN router" or something similar)

 

BUT.... BUT..... As far as having some devices use the VPN and others not use it, I have a premonition that no residential class router will do this.
