My PC remains on 24/7, so I have no personal experience with WoL. This article mentions forwarding ports 7-9, not only port 9.

It also talks about various options, with Team View being one of them.
I would be tempted to use the Orbi Debug option to "Enable LAN/WAN Packet Capture". Attempt to WoL, then terminate the packet capture. In the debug-log.zip file, look at wan.pcap and lan.pcap to see if the WoL packet goes through the router to the desired computer. i.e. set a Display Filter to udp port 7 or 8 or 9 and see if it shows up in both files.
WoL cannot have Windows Firewall settings (because Windows is not actually running when the magic packet arrives). The comment about BIOS support for WoL seems to indicate that different BIOS can have different settings. Could there be a setting for LAN vs. WAN in the BIOS?
