Router has the latest firmware, V2.3.5.30, and the isp modem is the Xfinity xFi Advanced Gateway and the model # is: CGM4140COM.

Modem/Gateway Combo Units:

Couple of options,
1. Configure the modem for transparent bridge mode. Then use the Orbi router in router mode. You'll need to contact the ISP for help and information in regards to the modem being bridged correctly.
2. If you can't bridge the modem, disable ALL wifi radios on the modem, configure the modems DMZ/ExposedHost or IP Pass-Through for the IP address the Orbi router gets from the modem. Then you can use the Orbi router in Router mode.

My orbi router is currently on router mode and the modem is already in bridge mode with wireless turned off, should I still turn on AP mode?

Can try this. Would mean that the modem would not be passing thru any DDOS attacks and not be come the attacked unit.
See if this changes anything...something to talk to your ISP about. See if they can give you a different WAN IP address.
