According to the label on the bottom, this is an orbi mini router RBR40. Note that this model isn't listed in the Model field above. My computer is a Dell Latitude E6520 running Fedora 28. The hardwi...

The default login for the admin GUI is admin/password.
If you cannot log in, you can reset the router to factory defaults by inserting a paperclip into the reset hole on the back of the router and holding it in until the power light blinks amber.

I had tried both earlier - no joy.

A Windows 10 machine does connect with WiFi after pressing the scan button when there is no connection to the modem. A later connection to the modem gives me an internet connection. (This is an example connection.)

Some more information on your network might help.
Earlier on you said:
The hardwired connection works fine where this machine is IP 10.0.0.2. The WiFi connection on the old router works fine. The default for this would be 192.168.1.1.
The address you see sometimes happens when you add a new router to a system that already has a router using that address.
So, what is the device in front of this router? Is it by any chance a modem/router?
As others have said, the password for the GUI is not the same as the password for the wifi. If you are not using a wired connection to get into the GUI, then you need to connect to the wifi before you try to access the GUI.
There is a manual for the Orbi WiFi System somewhere at the end of this link:

If you tried a reset and were not able to login to the admin GUI at 10.0.0.1 or 192.168.1.1, using admin/password, then one of threee things happened:
1) The reset wasn't effective. You must hold in the reset button for a long time until the LED on the back of the router blinks amber.
2) Your computer wasn't connected to the router properly. If you can, use a wired computer and connect it to one of the LAN ports on the back of the router.
3) The router is defective in some way.
