I had a similar Xbox party chat issue, and even with Open NAT and UPnP enabled, it can still happen because of privacy settings, Teredo connection problems, or router/firewall filtering. Try going to Xbox Settings → Account → Privacy & online safety and make sure communication is allowed, then run Settings → General → Network settings → Test NAT type and Test multiplayer connection. Restarting the router and clearing the Alternate MAC Address can also help. If party chat still fails, you can at least use other ways to connect with people while troubleshooting, like Chat with random people, but the Xbox error itself is usually caused by network or account communication settings rather than NAT type alone.
