AC791L won't tether unless I remove and reinstall the battery

I have tried every combination of powering it down and turning it on from the power switch as well as every combination of other settings.  I checked and the firmware is up to date. Am I doing something wrong?

I bought the Netgear to replace a older Pantech because of online reviews, but the Pantech works every time.

    what happens does the PC not see the USB device until you  remove the battery and put it back in?

      It appears to not be communicating with the PC.  I see 3 to 4 bars of signal but do not see the up and down arrows indicating data transfer. I can power it down with the on / off button and turn it back on but it seems to need a cold boot from having the battery removed.  Then it powers up in the same sequence as with the switch, but it establishes the connection. 

      Lately I've found that if I plug in the USB after turnng it on within a narrow window of the boot sequence, it will work. 

      I haven't tried it with wifi mode which I have found in the past to be even slower than the Verizon throttled snail's pace.
