Did you had your mobile hotspot connected to a poweroutlet with a usb-c to USB connected to a charger? Or with an usb-c to usb cable to your computer? If yes, that is normal that you got that message which means it detected that it was connected trough USB and charging. If you remove the battery that is absolutely normal that nothing works because no power.

I mean i remove the battry during the softreset (i dont have any cable connecting during the softreset) , the hotspot reboot and keep turned off and i waited for 15 mins. So i think there is no response and i remove the battery.
And after that no matter what i do, (putting backing the battery or connect a cable the usb port trying to power the hotspot), it wont ever turn on again.

Welcome to NETGEAR Community!
Kindly press and hold the power button for at least 15 seconds. The mobile hotspot enters factory reset mode and first displays the message, "Shutting down," followed by the message "Continue holding Power button to reset all settings to factory default," and then "Resetting Device. Please do not power off."
Note: If you release the power button too soon, the mobile hotspot turns off instead of resetting.

It could also be a faulty battery. You can try to replace it: https://www.walmart.com/ip/OEM-NETGEAR-W-7B-Battery-for-AirCard-790S-790SP-810S-2930mAh/490092627
You need to search for a W-7B lithium battery. But I would recommend to contact also Netgear. Normally a reset will not take 15 minutes. When you do something like that during a firmware upgrade you can brick your device.
