Data Offloading only working on one device M1

As the title says, data offloading is only connecting/offloading one device. Here is what I have.

I have to pay for internet here $155 for 6Mbps stupid crazy expensive but its the only thing I have. They only allow one device online at a time. So I am trying to get a different portable router until I found out that data offloading could go through and share its connection with multiple devices. I do not have a SIM out here, strictly using it for offloading right now.

My phone (app/web) won't see the admin panel for the M1. So I logged into my laptop and connected. Setup the data offloading and then tried to open a webpage and got the captive portal login. I logged in and it is working on my laptop. So I connect to the M1 with my phone, I see on the device both devices are connected but my phone says no internet on device. I cannot even try to open the captive portal. I am not understanding how offloading works or should I continue to keep my order for a different travel router going?
