I have never gotten an AT&T mobile hotspot to give me anything besides Double NAT.  :( I think all AT&T mobility IPs are behind Carrier Grade NAT (https://en.wikipedia.org/wiki/Carrier-grade_NAT) right from the start so adding our routers to the mix doubles it up.  Have you tried the normal things, put a static IP on your Xbox and then put that IP in the DMZ?  Or tried putting the router in Bridge mode and connecting it directly (and only) to the Xbox?
