Slight correction: Port 8080 was not blocked. Only ports 80 and 443 are known to get blocked.
I could not find anything out of the ordinary on my AT&T website. I have an idea for a workaround (but not really a fix). Although this workaround could also kill two birds with one stone by overcoming CGNAT. Still doing some experimenting.
