dual cell wireless solution (w/ LB1120)

I'm trying to create a dual cell wireless solution. Can I do the following:

1. NETGEAR LTE Modem LB1120 - which plugs into the Asus WAN port to give primary connectivity.

2.. Then for fail over, plug a 4g USB stick into the Asus.

3. Will the Asus router arbitrate between the best signal?

Doesn't have to be an Asus  router.  It's just the first one I came across with 4G support via USB...
