Just to inform any who come here for answers, both Error - type #2, reasons #209 and 211 are network authentication errors. This means that they are unable to aquire enough local bandwidth and network speed to authenticate with the cellular provider. Verizon definitely has capacity problems in most areas, resulting in speeds that drop to less than 1Mbps, which is well less than what is needed to keep the device authenticated and provide data traffic flow.
