External antenna for B14 on Nighthawk M1

I have an external antenna connected to the TS9 ports and I'm seeing the "Quality" around 70 dBm.  I'm not sure if higher is better or lower is better.  If I disconnect the antenna I get around 40 dBm.  But still I'm seeing packet loss when I ping google.  

Any tips on what this "Quality" measure should be or anything else to try?  I'm using FirstNet as my carrier.

I saw somewhere that the TS9 ports are only for certain bands, but I'm pretty sure B14 was included.

I can try to point the antenna a bit better maybe.  Not sure if I should try tuning the other parameters like RSPR, etc.
