If you are that close to the tower, you might just want to put the modem upstairs at the end of a long eithernet cable.
You can get a PoE kit and still power it from the basement...
If it were me, i'd get the PoE version of this modem (LB1121) OR get a PoE adapter kit to adapt the LB1120 to PoE, like this (https://www.amazon.com/BeElion-Passive-Injector-Splitter-Connector/dp/B01HMNJHII)
or this (https://www.amazon.com/ethernet-Splitter-Compliant-Surveillance-ipolex/dp/B078LYW6D7)
and get a weather proof box and put the modem on the outside wall near the roof.
And if you are still having signal issues, get two direction antennas and connect them stight to the Modem in a weather proof box. The longer the antenna cable, the more loss, but 300' of eithernet cable will not degrade the signal.
