It is actually not ISP locked. Intially I was using a Telstra Sim in it. Then I put in a Sim of a completely different carrier, A. The router was fine for 2 months and then the problems started. I couldn't save and changed settings. I cannot update. I tried factory resetting but it doesn't work. Wifi still worked so it was acceptable. I used it this way for about 3 months.
However I ended with carrier A and went to carrier B which uses the Telstra network. But now it is collecting dust as it just says "detecting service"

"Detecting Service" on the LCD means that the device is unable to reach the Telstra data usage server. You will always see this message if you are using a non-Telstra SIM and some Telstra SIM's which are not supported by their data usage servers. The MR2100-1TLAUS is also configured with Telstra APN. If you use a non-Telstra SIM, you will need to create a new APN profile for your ISP and set it as the default profile. Tap Settings>Broadband>APN to setup a new APN profile.

When I try adding a new APN, nothing happens, which is my original problem of not being able to save any settings in the modem. Via web, "factory reset" and "power off" seems to be the only two things that the modem responds to. Except it doesn't really reset.
I checked the SIM APN when in a phone and it says telstra
