Jetpack Speed issues with Win 10

Two users reporting poor connectivity speeds while on their own AC791L jetpacks.  Both users are using Dell Precisions running Windows 10 (one is a 7510 the other a 7520).  These speed issues happened within the past week for both users.  jetpacks are verizon and are, from what i can see, updated.  Windows 7 machines connected to these jetpacks show no speed issues.  Speed tests run on the Win 7 machines are within normal ranges 9.0-17.0 Mbps while the Win 10 machines are around 0.04 - 0.08.  That is not a typo.  

 

I am ruling out it being an issue with Dell because I have another Precision 7520 running Win 10 using a jetpack 5510L reporting no issues whatsoever.

 

Not seeing any updates within Windows in the last week that could have effected this either.

 

Any help would be greatly appreciated.
