LB1120 is slow

I have a LB1120 and it is slow even with a new Hiboost 4K running in the home any Ideals on this problem? I have updated all including firmware and checked all connections. All is working just slow and bouncing MBPS from 1.2 - 3.4 with 5 bars on LB1120.
