best and cheapest sim card to use for m1 ..mobile router ?

Sim cards are tiny little pieces of mostly plastic that you only have to purchase once for $2 to $3. Some stores even give out free Sim cards.
Are you talking about actual data plans? If so, this isn't really the place to ask. But there are YouTube videos by RV nomads that talk about different plans.
