Under the APN setting up, you can find a checkbox for Roaming data. You need to check the box in order to enable roaming.
Please give it a try.

You mean above the apn settings. I have already done that:
The image was taken from google search as I am not home right now. But this is exactly what I see. Except the fact that my apn settings are different and it doesn't have the ATT logo on top.

Yes. That is the one. By default, roaming data is disabled to prevent user from getting unexpected high roaming charges.

Yes I have enabled that, otherwise it wouldn't even connect to vodafone. Unfortunately, the problem persists.

If so, this may be related to SIM card plan. Please check with the service provider to confirm the SIM can be used on dat only devices for all 3 major carriers. Maybe the SIM card can work on the phone for all 3 carriers.

First of all thank you John for helping out. I started to lose faith when I tried to troubleshoot myself. 🙂
Second, I contacted intertelecom and they told me that if my apn is correclty setup, which it is, then there is no limitation and it should work with all three carriers here in Greece. So, after I contacted them I tested the SIM myself in a smartphone to reassure myself and the case and indeed it is working as it should.
The problem starts when I put the SIM in the M1.
Let me add another thing: I bought also a SIM card which needs roaming as well (see the one that I am referring on the P.S. on my initial post --> planet SIM) and it behaves the exact same way. The M1 connects only on Vodafone and when I choose one of the remaining two carriers manually the device can't connect and doesn't let me access the internet.
I have reset the device three times, in case the was a parameter that has been set to the wrong value and caused problem, but the problem still shows up. I tried also the telnet trick with the AT commands and I added the B3,B7 and B20 LTE on the menu, which I think these are the three bands that work here in Greece, in case this was the problem but again nothing.
