Welcome to NETGEAR Community!
I suggest to reboot the unit without the sim card. If the device completely boot up then perform a factory reset. Once done, insert the sim card again and check how it goes.

as mentioned I already tried without with, with sim. No difference, just keeps rebooting. I have sent it for repair. Thanks
