MR1100ATT HotSpot/Router IMEI 015161000328446

So I guess this MR1100 is a Modem Hotspot/ Router the thing is it works Great by its self but when tring to connect to another Netgear product it wont most of the time??? I have this Mr1100NightHawk ...

AT&T M1 has multiple SKUs. One of them is called MR1100ABS-2A1NAS, which is designed for enterprise customers. As required, tethering through USB and ethenet are disabled. Your sister's device may be one of these devices.
