I'm not clear on how to access the router settings after connecting the USB cable to my computer. What do I type in the browser URL window to get there? 192.168.0.1 and 192.168.1.1 definitely did not work.

Ok i just relised that its working with you but your problem entering the webpage.
First you can plug your router directly to the pc and i assure you it will work thats for your question.

I got a problem like that with TP link Deco M5
after lot of web searching i found that some mesh routers sees the IPs staring with 192 as a Class 3 IPs and it doesn't work with them .
so i changed my webpage ip from
192.168.1.1 to 10.0.0.1 on my 5g router
or try 127.0.0.1
You can change the ip fro netgear settings page
Go to the page then
Settings-Setup-Mobile Router Setup.
