MR6500 Connects Intermittently when in failover use

My Netgear MR6500 is being used as a failover unit-Everytime I use it in failover mode, it stays connected for 10 seconds, disconnects for 40 and repeats the cycle again.  I have the latest firmware installed and have followed all of the correct setup prompts. Any ideas?
