Netgear M1 access point (Phillips hue edge case?)

Hi all. I want to use my netgear M1 to connect my Phillips hue to the internet so I can finally get it to connect with my the app on my phone.

Long story short I live in an apartment block with a centrally managed WiFi systems (ie my apartment has its own WiFi network and router but it’s managed by a big company offsite).

I want to use my netgear m1 as an access point to connect my Phillips hue bridge to my apartment’s WiFi network. Is that possible? I’ve been trying to work out whether this is some kind of janky WiFi offloading setting but had no luck.
