Netgear M2 ip passthrough and dchp

I am trying to put the M2 in modem mode. When I enable ip passthrough and dhcp server off the mobile data disconnects and starts searching for a mobile network. It never locks onto a mobile network. When i plug in the ethernet cable the light flashes red. The firmware is ntgx24_10.17.01.00 . I have an unlocked version and I am using EE. In the past I had an unlocked EE version of the M2 and this worked perfectly but I sold it. I put in a Three sim and still didn't work.

Anything I need to try?

    Please follow the steps below

    1. Perform a factory reset

    2. Connect a WiFi device to the M2 and run a speed test to make sure M2 is under good coverage and can get decent speed.

    3. Log in to M2 WebUI to enable IP passthrough

    5. Connect Ethernet cable from M2 Ethernet port to your router

    6. Power on M2 then your router
