does it give you an error? check on both the LCD and web and see what message you get after it boots up and try to acquire a signal.
If it's truly locked, upgrading the firmware will not do anything to it. i think you need to ask the seller about this. a truly unlocked device should boot up and acquire a signal on any sim. also see if the correct apn is set, to match the sim you're using.

On the screen, there are two prompts:
First
APN Setup Required
To connect to the Internet, please setup your APN.
Second
Mobile Broadband Disconnect
Your data connection is disconnect
The admin page show a prompt as soon as I login:
APN Setup Required
Please select an APN or click on submit button to create a new APN
There is a drop list with two options:
vzwinternet
vsblinternet
I tried both and it just shows Searching. The same SIM in another MR5200 (that works fine) APN shows vzwinternet
The signal strength shows Excellent and has a Service Number.
The device was purchase through Netgear directly and not a shop so I believe the device is unlocked.
Not sure what else to do here. Any suggestions is appreciated.

This sounds like a persistent problem with Verizon.

Actually just did this after doing another Factory Reset. Same issue: Just shows Searching and no broadband connection. Also tested the SIM in my other MR5200 and it's working fine which was previously using a T-Mobile SIM.
