It stays roughly the same no matter what time of day, usually around 3-4MBS down
Unloaded ping of 1000 ms from a directly connected device to a router is very bad. I would recommend testing with a short cable directly connected to the router to see if this can be brought down to under 30 ms (ideally more like 15 ms).
Can testing be done with a different computer or laptop? Perhaps borrowed from someone. A mobile phone WiFi connected to the router might also give some clues.
