well first you need to figure out what they have you setup with and whats going on.
You can have the best router in the world but if its connected to a slow connection, it isn't going to make anything better.
If you hardwire a computer/laptop into your ethernet port, what speeds do you get?
have you checked with your IT department that runs that building/base to see what would work? There might be certain regulations on whats allowed to connect to your network
