Using Hotspot Offshore

I have the MR1100 on an ATT network, however, my router keeps auto switching to PetroCom (runs on ATT frequencies if I remember correctly) and will not perform well at all with data speeds. Is there anyway I can block from connecting to that carrier? I’ve tried turning off international roaming but it still connects to this network.
