Using LTE LB1120 and/or LB2120 as a regular (non LTE) Modem

Can the  LB1120 and /or LB2120 LTE modems also be used as a regular (non-LTE) modem without using a sim card, or can it only be used as a LTE modem?  I want to get one to use with Millenicom’s Ultima...
