I'm not really concerned about change of IP address or how many times it changes but why I'm getting a 10.xx.xxx.xxx private IP rather the actual publick ip-address and where does it come from? Any idea from anyone?

Since you enabled Eathernet data-offloading, the IP should come from your home router, I think.
The IP passthrough setting is for WWAN connection. When you connect to your carrier Network, the IP address you receive from the devcie should be the public IP assigned by your carrier.
