WiFi Access via LB2120

I need two WiFi (non-cellular) devices to be able to connect to the LB2120 and take advantage of the cellular connection when WiFi is poor or absent. The connection from the tablets to the LB2120 needs to be wireless as they have no RJ45 connection.

I thought just using a WiFi access point and a router to connect all the parts would work - it doesn't. I have tried router mode, bridge mode, and just about everything else I can see to no avail. What am I missing? How can I do this?
