What is the point for this request? The XS728T is in no aspect a router, and even less a HA system.
Wild guess, your router 1 + 2 does have at least two free ports available, this is where the XS728T can be connected to offer an Internet uplink, it will serve as the default gateway .1 - nothing difficult or complex.
No idea what the intention for multiple VLANs for the Internet connection should be, what for you plan to create additional VLANs for Internet purpose.
