Just to provide an update
My support case has been closed, the NETGEAR support team has released a firmware update which I confirm resolved my isssue described in this thread. I've included the link below to the update.

Hi Dane,
Thank you for your response. As suggested I've swapped back to v1.0.0.30 and without even reconfiguring anything other than NTP servers, I've let it sit for a couple hours and obseved the temp on the MAC has increased again and I'm now sitting at 60C, still with no fans.
I did notice there is a line item labeled Tempermature traps range: 0 to 90 degrees. Would this be the range of acceptable temp gradients before the fans kick on in this firmware version? -- In either case I'm taking your advice and opening a supporting ticket to be on safe side. I'll keep this thread posted in-case other are running into this.

My support case is still open so no final resolution yet. I'll keep this thread posted of any material updates I may receive from the support team. -- I've provided them the link to this thread and noted to them there are other similar occurances happening. Hopefully they find it motivating to figure it out.
