Turns out it was a rogue DHCP server in my Horizon set top box that was wired to my router, causing IP conflicts. Once I disconnected the set top box from the router (this was how Virgin Media originally set it up, which I had emulated on the new router), the problems disappeared!

There is nothing on these switches what can impact L3, including the DHCP part.
Unless the switch is massively broken or malfunctioning - what is unlikely - it can't impact the complete network that heavily, certainly not on it's own.
Can't see any indication of an IP conflict in the problem description. Decent computers will fall-back to zero config addresses (169.254.x.x) if the DHCP process fails.
