Solved.
I've managed to solve it. I found a YouTube video of a chap reviewing this device which included some images of the GUI. I counted the English links from the video across and down,
System > Maintenance > Firmware Update.
Clicking the same path using the Chinese (maybe Japanese) links. I downloaded the English firmware from the Netgear download site to my Linux computer and copied the bin file from there to the switch using the switch GUI. A reboot of the switch and it came up in English. I could then configure the switch.
I regret I can't see how to mark my original post as SOLVED.

The GS108Ev3 never had a language selection on it's Web UI - correct is that only a few three have received hard coded localized language versions available as part of the GS108Ev3 downloads (English, German, and Japanese).
Don't know what happened to your GS108Ev3 - because the default out of the factory is certainly English - unless this unit was originally intended for the Japanese market, and Amazon moved the box around half of the planet.
No other way than figuring out the steps required for flashing the English firmware version. Using the live Web-UI translation available on modern Web browsers would help.

Yes, the configuration calls of the (legacy) Netgear Switch Discovery Protocol have been disabled - as a part of the firmware updates - by default a long time ago due to several related security issues. Recent similar switch models (as well as the renewed Netgear Switch Discovery Tool have been "enhanced" towards the usage of the
Simple Service Discovery Protocol - not all switch models were enhanced accordingly, so there won't find elderly models like the GS108Ev3 or the GS308E.
