Are the link light led's showing the 10/100mbps connection and not gigabit?
Try connecting it with a cat 6 cable thats only 6ft long directly to the router. See what led's you get.
then check it with a 6ft cat 6 cable connected to a pc.
I've noticed devices lately are more sensitive to lower quality cables.

Thank you for taking the time to responde.
It appears you didn't read my entire post and I went through all the troubleshooting steps with Netgear support. The lights are all green. The RJ45 cables are also very short.
In conclusion, upon further investigation and research, this switch is problematic where it defaults to 100 mbps after a few months [light] use.
Netgear is sending me a replacement and I will document my use and the performance. I am doing this so I can file a "lemon-law" complaint regarding this product within my State. As I believe (based on research) there is no fix for throughput issue that develops shortly after light use.
I've got that exact same switch and have had for a couple years. Its been solid for me.
And usually unmanaged switches either work 100% or not at all. Not progressively go bad. (in my experience).
