Complete different physical media - the PL1200 makes use of the AC power installation while the EX6120 does use the WiFi. The speed impact on powerline vs. WiFi can be caused by complete different factors.

The ideal position for a powerline device is direct on the wall outlet, with a good connection to the main AC distribution. Other possible factors can be non-IEEE (proprietary) powerline devices on the same power distribution. 

In-house power installations with Split-phase electric power is that there are two AC phases (Europe and many other regions are using a three-phase system) without a physical connection (For the obvious reason, isn't it? Powerline geeks have capacitive couplers in place allowing RF communication between the phases.). If there are no long cables with both phases running in parallel making the powerline communication between plugs on the two different phases difficult, too.

The definitive powerline performance killers are extension cords, rolled-up extension cords, and definitively so called AC power surge and overvoltage filters which are very popular in thunderstorm areas.

That's about everything coming into my mind when it comes to PL perfromance issues.

Just exchanging the PLs is rarely the answer to the issues or limitations with your installation.

[edit] There is a small chance the PL Ethernet port does not properly negotiate to Fast Ethernet or Gigbit Ethernet. Any insights on the effective link speed, e.g. from link LEDs on the other end? [/edit]
