What router, what computer, which adapter... which capabilities of the ports?

all the lights are green are on the switch even with nothing connected its a week old

Head to https://my.netgear.com/, click on the switch already registered before hopefully, [View Product] -> [Request Hardware Support] and report there. Alternatively, ask your retailer for a DoA replacement.
