He's actually correct. All Windows version XP and up have have RDP. He didn't specify if it was the client or server part. All versions have the Client, or can get the client.
To the OP-- If your still having issues, you can try rebooting the computers, checking to see if your AntiVirus program also has a firewall part that may need to be configured, and lastly you can turn windows firewall off and/or your antivirus program to see if it would allow connection. If you want to be able to connect to the computer using the name of the computer you can edit the HOSTS file on the computer that way when you type the name of the computer in, it will translate the name to the correct IP address.
