The R6300v2 isn't going to hit gigabit speeds over its WAN-LAN. It might hit 700-800mbps over wired wan-lan.
What modem/gateway is it connected to?
Try factory resetting the r6300v2 back to defaults. Then during setup, make sure to leave qos, access control, traffic monitoring, and parental controls all disabled. Those processes require traffic to be inspected and the r6300 doesn't have the cpu to inspect traffic at full gigabit speeds.
Wireless won't even get close to gigabit. The 280mbps that you're hitting over 5ghz is about what you can expect from its wireless. (and is actually faster than I'd expect for that router)
