I had two of my buddies that understand a little more than me in this regard check my PC and they both said I shouldn’t have a problem getting the 1gb down. I have a 2070 Super, Ryzen 7 3700x, and an x570 plus WiFi ASUS TUF Gaming motherboard.

I've seen a few posts lately with RS users experiencing decreased speeds.
Try a factory reset. during the reinstall, only change your ssid/internet settings needed to get it working. Test it from that point.
