setting up an access point

I have a primary wifi router (new Spectrum/Charter Communications router) downstairs that only provides a weak/slow signal (2G) to the floor above.  I would like to use the Netgear Wndr4300 as an access point on the main floor to increase the speed and power of the signal.  I have an ethernet cable run from a powdered spliter downstairs to the floor above to use as the internet input.  Is that possoble?

    Yes, AP mode is possible -> I’m setting up my NETGEAR router for the first time, how do I set it to Access Point (AP) mode? - as this is a setting during the initial config a factory reset is required.

    This is unclear. There are splitters allowing to use two pairs for one Fast Ethernet (100 Mb) and the other two pairs for another Fast Ethernet (100 Mb). What kind of powered splitter is this, what kind of Internet connection, ...?
