Circle not blocking when time limit reached

Hi

i have noticed that although I get a message to say child has reached daily time limit, it doesn’t seem to then stop further access as the usage for that child seems to keep increasing.  If I go to give a reward of extra time I instantly get another message to say time limit has been reached because the extra time has already been used.

This is on Circle Premium.  What’s going on?
