Circle Premium time limit doesn't work with youtube on Safari

We just purchased a year subscription of Circle Premium in order to set daily time limits for Youtube.  However, it appears that when my son views Youtube through the Safari browser on his iPad (which is in the correct profile), these time limits are not enforced.  


How do we fix this so that Youtube is time-limited on apps AND browsers?

    I am interested in putting a Time Limit on YouTube for example. Now as an "APP" it is under your popular apps and platforms and I can add a time limit. HOWEVER - if he goes to YouTube as a website and not as the YouTube APP the time limit doesn't seem to apply.
