Circle setup for R7960P router

I'm trying to setup the Circle parental controls, but when I go the setup on the phone app, it asks me to either scan a QR code or input a 17 digit code on my router.  I've confirmed that my router is compatible with Circle, but the QR code and 17-digit code aren't on the device.  What am I missing?
