RBR50 Orbi Circle profiles - can pause internet, but no longer filters content/websites

My son's desktop has been under our Circle controls for a long time. Just recently, I noticed that I can still use Circle to Pause his internet, but it no longer filters out youtube. I tested by Allowing/Not Allowing platforms and specific URLs and none of them work anymore. He's on a teen profile and it doesn't filter out adult content anymore either. When I switched his desktop to my Circle profile and toggled the filters, it also doesn't filter out the content anymore, but when I checked it with my phone on the same profile, it did filter correctly. 

Any ideas on how my son was able to circumvent Circle filters on his desktop, but I can still pause/resume Circle internet access?
