Timie Limits with Playstation?

IS it not possible to set a time limit? Seems I can only set Offtime or Bedtime applying to that device.

 

IS it not possible to add the same device to two children at the same time? Seems so.

 

When I first enabled Circle, the PS4 stopped working, so I removed it from Circle management. Will I now get this problem back? OR is there a way around?
